This isn't as hard as it sounds, but it does take some work. You have to know what you need, and what everyone else is going to require. You also have to decide what kind of prizes you're going to offer and whether you want to have a cash prize. How much you want to charge for people to participate in the tournament is also an important issue. If it's too much, you won't have anyone interested in taking part.
